November 21st Regular Council Meeting

Council addressed the following items at their November 21st regular council meeting:

FRSWMA – 2020 BUDGET & Curotto Can System

Council approved the 2020 FRSWMA budget, but requested that the association seek public input before evolving towards a curotto can collection system for garbage pickup.  Curotto cans are a ‘cart-tipping’ system involving a device attachable to any front-end truck.  Moving to the system would require a $10.87/resident increase over the status quo and require ‘front-street’ pick up.  Unanimous support from all partners is required before adopting the system.   

BROADBAND – INTERNET START UP COSTS

Council allocated $30,000 towards broadband internet startup costs.  The costs are mainly composed of installing a 96’ tower next to the Wild Rose Co-op Recreation Centre which would transmit high speed internet to all town residents.  The Town has received all approvals and are waiting the final engineering of the base of the tower with installation expected in the new year.

2020 OPERATING AND CAPITAL BUDGETS

Council approved the 2020 interim operating budget and capital budget.  Both budgets can be found at sedgewick.ca under GOVERNMENT>Governance>Financials

BYLAW 565 – FEES AND CHARGES BYLAW

The water, sewer, and waste monthly utility charges have been increased by 1.3% for 2020. This corresponds with the Consumer Price Index inflationary rates for Alberta from September 2018 to September 2019.  A new fire service fee of $13.54 will be charged to all developed properties beginning January 2020. This fee is being collected to pay for the annual requisiton due to the formation of the Flagstaff Regional Emergency Services Society in 2020.  This change will result in a proportional decrease to property taxes beginning in 2020.

GIS PROGRAM APPLICATION

Council approved that MuniSight Ltd. supply the Town with a GIS system to satisfy the requirements of the Town’s asset management system.

BYLAW ENFORCEMENT CONRACT

Council approved renewing the bylaw enforcement contract with NIC.212 Services for 2020.
