February 20th, 2020 Council Highlights

Council discussed the following issues at their regular meeting on February 20th, 2020:

BYLAW 568 – AMENDMENT #13 TO LUB 461

Council defeated second reading of Bylaw 568, a bylaw to amend the Land Use Bylaw.  The purpose of the bylaw was to rezone the parcel described as Plan 3825P; Block 4; Lot 14 from R1 Residential General District to R3 Residential Sectional Home Subdivision District.

BYLAW 569 – TAX AND ASSESSMENT ELECTRONIC MEANS BYLAW

Council gave first reading to Bylaw 569 which would allow the Town of Sedgewick to send assessment notices, tax notices and other notices under Part 9, 10, and 11 of the Municipal Government Act by electronic means for individuals that choose to opt in.  A public hearing on the issue will be held on March 12th at 6pm at the Town Office.

DEVELOPMENT PERMIT APPLICATION 20-04

The Municipal Planning Commission, comprised by members of Council, approved Development Permit 20-04 for a discretionary use of a communications tower with a variance to allow for a rear yard setback of 2.28 meters for the parcel described as Plan 3825P; Block 9; Lots 17-18.

PURCHASE OF PROPERTY – PLAN 3825P; BLOCK 3; LOTS 15-18

Council approved a motion to obtain clear title of the property described as Plan 3825P; Block 3; Lots 15-18 by depositing the amount of $38,000 from unrestricted reserves into a separate bank account to be used to pay the tax arrears, lawful expenses and administration fees owed in respect of the parcel.  The Town obtained Tax Forfeiture title on the property after not receiving any bids at a 2019 public auction.

FLAGSTAFF COUNTY – INTERMUNICIPAL COLLABORATION FRAMEWORK

Council approved the Intermunicipal Collaboration Framework (ICF) dated February 2020 between the Town of Sedgewick and Flagstaff County.  ICFs are a new legislated requirement to be completed between all municipalities in Alberta with common boundaries.  The deadline for having an ICF completed is April 1st, 2020.

INTERMUNCIPAL ASSESSMENT REVIEW BOARD & FLAGSTAFF REGIONAL SUBDIVISION AND DEVELOPMENT APPEAL BOARD – APPOINTMENT OF MEMBERS

Murray Hampshire and Peter Miller were appointed to both boards for 3-year terms.

FLAGSTAFF COUNTY – PEACE OFFICER SERVICES AGREEMENT

Council approved renewing the Peace Officer Services Agreement between the Town of Sedgewick and Flagstaff County for a 3-year term.  The agreement allows County-employed Peace Officers to issue tickets within the Town of Sedgewick related to areas of provincial legislation in which they are permitted to ticket.  This includes those related to the Traffic Safety Act but does not include bylaw infractions.  Service hours are not guaranteed and all ticket revenue is retained by the County.

MARCH REGULAR MEETING OF COUNCIL

The March Council meeting has been rescheduled for Thursday, March 12th, 2020 at 6pm in Council Chambers.
