Council discussed the following issues at their May 20th, 2021 regular meeting:
BYLAW 580 – 2021 TAX BYLAW
Council gave first, second and third reading to Bylaw 580, the 2021 Tax Bylaw. The bylaw authorizes the various rates of taxation to be levied against all assessable property within the Town of Sedgewick for the 2021 tax year. The residential mill rate was set at 11.8929052 and the non-residential at 13.9561052. There was no change to the minimum tax amount of $900 per parcel. 2020 mill rates were 11.2850236 for residential and 13.3658433 for non-residential. Mill rates include the municipal portion as well as the education and senior foundation portions which are collected on behalf of the Provincial Government. Taking into consideration that property assessment values have decreased by an average of 2.96% from the previous year, a home assessed at $250,000 in 2020 will see an approximate property tax increase of $59 in 2021.
REGIONAL EMERGENCY SERVICES COMMITTEE – RECOMMENDATION
Council approved a recommendation from the Regional Emergency Services Committee to pass a resolution and approve moving forward with the formation of the Flagstaff Regional Emergency Services Society prior to a Master Agreement being executed. The passing of the resolution allows the society to take start-up action while the agreement is finalized.
MUNICIPAL PLANNING COMMISSION – DEVELOPMENT PERMIT APPLICATION #2021-04/05
Council, acting as the Municipal Planning Commission, approved development permits 2021-04 and 2021-05 to allow for the development of a shop with the permitted use being ‘Contracting Services – Minor” and a discretionary/secondary use as a caretaker’s residence.
MUNICIPAL PLANNING COMMISSION – DEVELOPMENT PERMIT APPLICATION #2021-06
Council, acting as the Municipal Planning Commission, approved development permit 2021-06 for the installation of a communications tower.
DISCHARGE OF EASEMENT – ROLLS 53002423 & 53002424
Council approved the discharge of an easement on parcels identified as rolls 53002423 and 53002424. The easement was registered by the Town on the property in 1954 for the purpose of protecting a sewer main but is no longer required by the Town.
BYLAW ENFORCEMENT – APPOINTMENT OF BEO
Council appointed Riley Repchuk as Bylaw Enforcement Officer for the Town of Sedgewick with permission to carry out duties stipulated in Bylaw 563.
PUBLIC AUCTION – MOWER EQUIPMENT
Council approved a bid submitted by McArthur Northern Enterprises for a 2007 Kubota ZD311 riding mower at a bid price of $4700 plus GST.
OFF-LEASH DOG PARK – REQUEST FOR FUNDING
Council approved $5000 in funding to the development of a dog park to come from the Recreation Operating reserve.
ARENA ROOF – HVAC TENDER
Council approved the recommendation of Associated Engineering and awarded the Arena HVAC project to Dee-Jay Plumbing and Heating for the amount of $361,050 plus GST.
ALBERTA RECREATION AND PARKS ASSOCIATION – JUNE IS RECREATION AND PARKS MONTH PROCLAMATION

FLAGSTAFF COUNTY – ICF AGREEMENT REVIEW OF RECREATION FUNDING
Council directed Administration to schedule a meeting date with Flagstaff County representatives to discuss recreation funding within the Inter-Collaboration Framework agreement..
